Key Signals

  • The contested case did not come back. Gulfstream (ZON2026-10003) was deferred on June 16 "to the July 21, 2026 Municipal Planning Board hearing." It is not on the July 21 agenda, not in the July 21 minutes, and not on the August 18, 2026 agenda. A deferral to a date certain that passes without the case being re-noticed leaves the rezoning of the former Catalina Elementary site open with no scheduled hearing. Twenty speakers produced not a denial but a disappearance — the most effective form of opposition available at an Orlando planning board, and the least visible in the record.

  • 378 units on Herndon Avenue cleared with no speaker and no discussion. The largest residential approval of the month — a five-story, 378-unit complex with an attached five-story garage on 6.6 acres just north of E. Colonial Dr. — moved on consent alongside five other items in a fourteen-minute meeting. Read against June, where a 100-unit affordable proposal consumed three hours: in Orlando, the volume of public reaction to a housing project tracks the surrounding neighborhood's tenure and the applicant's identity far more than the unit count.

  • The City of Orlando was its own applicant twice in one hearing, and rezoned its own land to Public Use. The 2019 W. Church St. package changes 3.86 acres from R-3B and MU-1 to P, converts the future land use to Public-Recreational-Institutional, and authorizes an event center across three City-owned properties. The Holocaust Museum CUP at 75 S. Ivanhoe Blvd. is also on City land. Municipal self-entitlement in Orlando runs through the same consent calendar as everything else, with the same absence of testimony — and here it removes 3.86 acres of residential and mixed-use-designated land from the housing supply.

  • Both boards are about to turn over at once. Chair and Vice Chair elections are set for the end of the August 18 MPB hearing; the Recording Secretary noted the departure of members Hall and Bastian. On the BZA side, the Executive Secretary changed in July and two members with 13.5 combined years of service ended their terms the same month, with chair elections set for August 25. Between June 23 and August 25, Orlando's two land-use boards will have replaced their staff lead, at least four members, and both sets of officers. Applicants with cases pending across that window are facing a materially different board than the one that reviewed their pre-application.

  • Kendig-Schrader abstained on four of six items and the consent motion is still recorded as 8-0. The Conflict Declarations block names Items 2, 3, 5 and 6; the motion carries a clean 8-0 tally with no abstention noted. Two-thirds of the July calendar carried a declared voting conflict for one member. Whatever the underlying relationship, it reaches parking CUPs, a museum, a City event center and a 378-unit apartment complex — a breadth worth tracking as the board reconstitutes in August.

  • A second Residential Care Facility was approved within 1,000 feet of an existing one. CUP2026-10012 waives the separation standard on a 0.36-acre District 3 parcel. Distance-separation rules for residential care exist to prevent clustering; approving through the exception is how clusters form. This is the same mechanism the corpus has tracked in recovery-residence siting elsewhere in Central Florida, appearing here as a routine Orlando consent item.
