- R-NC's silent fallback to C-4 setbacks is manufacturing variance demand, and 244 W Story Road exposes the mechanism. Staff explained that R-NC — the district Winter Garden uses to let commercial creep into neighborhood-edge parcels — carries no commercial setbacks of its own and defaults to C-4 minimums of 40 ft front and 40 ft side-corner.
