South Lake County is four cities, one corridor, one shared fate. Clermont, Minneola, Groveland, Leesburg sit along the US-27 spine and share an aquifer, a school district, a developer roster, and a 24-month window in which each independently rebuilt its planning machinery against the same state preemption pressure.
The corridor is splitting. The Southern Transformation runs on institutional capital — $316 million in single-year Wellness Way land deals, the $2 billion Olympus master-planned development, the $300 million Hills Town Center, an 80-bed hospital, a 42,950-square-foot destination brewery. The Northern Resistance runs on identity preservation — Leesburg's nine peripheral residential denials, Groveland's Eco-Agrarian Code, Minneola's seventeen-stipulation rewrite of the Citrus Grove PUD. Hancock Road and Hartwood Marsh Road widening (spring 2026 construction) will eventually stitch the two halves into one.
