Davenport is converting residential-designated land to industrial for the first time in the harvested Polk record. Ordinances 1451 and 1452 move a Page Road property from City Residential Medium / R-4 to City Manufacturing Warehouse / I-1. This is an in-city re-designation, not an annexation — Davenport is manufacturing industrial capacity out of land already inside its boundary and already designated for housing. The owner is RJR Contractor LLC, a contractor entity, which reads as build-to-suit or yard/warehouse use rather than a speculative land play. Every prior industrial-adjacent motion in the Davenport record ran the opposite direction: February 2026 traded County Employment Center land into highway commercial.
The warehouse re-tasking wave shows up in Polk before it shows up in Orange or Lake. Apopka moved Community Commercial to Light Industrial on E. Keene Road in July 2026 and on S.
