The pattern
Three properties of Chapter 2025-190 that the corridor's reading has inverted, missed, or under-dated.
Direction. §28(1) prohibits a covered local government from proposing or adopting a moratorium or a more restrictive or burdensome regulation before October 1, 2027, and makes any such measure "null and void ab initio." The window is the period of prohibition. October 2027 is the date adoption becomes lawful again. Only regulation in place before the August 1, 2024 retroactive line is grandfathered, and that set cannot grow — which makes "adopt before the sunset to secure the code" exactly backwards.
Porosity. §28(2) preserves enforceability for any amendment, site plan, development permit, or development order whose application was initiated by a private party other than the local government, on property that party owns. The freeze binds municipal initiative, not landowner initiative.
Recurrence. §28 expires June 30, 2028. Section 18 of the same chapter law created s. 252.422, Florida Statutes — permanent, with no sunset — applying the identical prohibitions for one year after each hurricane landfall to every federally declared county lying wholly or partly within 100 miles of the track, and to its municipalities. A planning calendar built around a single lift date does not survive contact with that provision.
What it corrects
The Grandfather Window named the bracket and sorted the corridor correctly: pre-line codes enforce, post-line codes are exposed. What drifted was the strategic inference drawn from it across several dossiers — that a city adopting before October 2027 secures its code. The statute says the opposite. This pattern supersedes that inference and adds the two mechanics the corpus did not carry.
The counter-move
§28(3)(b) removes attorney fees, costs, and damages where a local government, on written notice of a violation, withdraws the measure within 14 days — or notices intent to repeal within 14 days and repeals within 14 days after. No use of the cure appears anywhere in the corridor record. The first city to run it establishes the regional playbook.
