What the code does

Wellness Way Design Standards (Clermont, 2022) is a form-based code governing the 15,500-acre Wellness Way master plan area. The Standards refuse gas-station-form on residential gateways, set architectural standards for the build-out, and require form-compliance review on every entitlement within the area. The code is the regulatory architecture that converts Wellness Way's $2 billion Olympus development and $300M Hills Town Center pipeline into form-compliant build-out rather than commercial-corridor sprawl.

Why it's the cardinal pre-line code

Wellness Way Standards was adopted in 2022 — before SB 180's August 2024 retroactive line. The statute therefore cannot preempt the Standards' enforcement; the code is grandfathered. Citizen-plaintiff suits under SB 180 cannot void it. The Standards continue to enforce throughout the SB 180 window and beyond.

This is the pattern the Grandfather Window names: codes adopted pre-line are protected; codes adopted post-line are exposed. Clermont's pre-line discipline (Standards 2022 + Pointe Grande ordinance March 2024) gives Clermont the strongest defensive code architecture in the corpus.
